Both are intertwined.
"Jacquard" is the name of the automatic loom capable of many different designs, not big, and again acheivable ordinary or dobby loom.
Damask (not a loom), a type of design has a single warp and weft. Jacquard fabrics, up to two warps and 1 to 8 images.
= Warp running vertically
Frame = thread that runs horizontally
Damascus is usually made of satin / satin-structure (or a twill May), in which the drawing appears to "sit" on the fabric and the colors inverted model can be seen in the background material.
